Honda cb500w 1998 not turning over.

Bikes been stood some time, so come to it the other day and fitted a new battery fully charged , but the bike won't turn over when pressing starter button the lights dim slightly on the dash, but I get no click from the starter relay and the starter motor won't turn over, tested the motor and it spins fine continuity and power to both the starter relay and starter motor. When bridging the starter starter relay with a screwdriver the bike turns over so presume the problem is upstream of this...
